When El Viejo first created the pack, he noticed that fights began to break out. It was natural hound behavior, this he knew, and so he didn't intend to deter it. Rather, El Viejo set boundaries and law on it to ensure no pack mate was needlessly killed over a scrap of meat.
Flanking is a bloodied fight to settle a dispute or establish dominance. It ends only in death, or when one of the opponents says they give in and they admit defeat and submit to their opponent. Flanks are held only within the Corral near Shantyplace, and fights that happen outside of the corral are punishable by the pack code.
Dogs who insist on flanking and proving their worth, typically get better pickings in the pack. But no dog ever starves to death just because they wish not to flank; they just may not get the best pickings in the pack.
In character, a dog cannot deny a challenger, however they are allowed to immediately give in... it's just a little embarrassing. Out of character, you must ask before challenging someones character.
ENTERING A FLANK / FINDING OPPONENTS
You can just ask around in game if any pack members are interested in a flank with your character, and then head to the next step of deciding the winner and holding the discord vote.
However, on the discord, if you scroll down towards the bottom-ish there is a flanking area called flanks-scores-opponents where you can post a ''score board'' of sorts for your characters and state which are open to be challenged, which ones you'd like to seek fights out with. Others can check this area and message you or reply about setting up a challenge.
Then, you just need to find a winner of the fight.

We prefer people declare a winner of the fight before it happens, so there's no arguing mid-fight. Some people prefer to go with the flow and see who wins that way, that's fine. But for those who can't do that, and/or don't agree on which dog should win in the end, they can use the little voting system.
Under the bottom-ish located channel named 'Flanks-voting-results' you can post a message about the two opponents, with an emoji before their name. People in the RP will vote by reacting to your message with whichever given character's emoji they think should win. After the flank is done, you can delete the vote and tell the RP who won. There are votes still left up for you to look at as examples.
Remember to try and agree on a time on when to hold a flank. It helps others show up to it if you'd like a small audience, and also it helps establish a fair amount of time for the vote to be open.
